Deputy Assistant Adjutant General to Acting Colonial Secretary:

Military Secretary's Office,

Hongkong, 13th December, 1889.

I have the honour to forward, for the

information of His Excellency the Governor, a Memorandum

from the Commanding Royal Engineer on the expenditure

incurred on the sums voted by the Colony, for Fortifications.

This information may be of use to the Government

in providing funds for the ensuing year, but I am instructed

by the Honourable the Colonel Commanding to request that in

the absence of His Excellency the Major General Commanding

the document may be treated as being only intended for the

use of the Government and not for publication.
